Brief description of the existing system of the data collection and transfer.
Long-term practice of the collection and dissemination of the operational hydrometeorological information in Central Asian states formed rather stable pattern of the collection and dissemination of the operational hydrometeorological information which accounts for the geographic features of the region and level of the development of the state telecommunication communication systems.
NHMS of Uzbekistan collects the operational hydrological information (daily, 10-day), agrometeorological (daily, 10-day, monthly) and meteorological (daily, usually for 8 times of observations) information, via different communication channels from more than 350 stations and gauging stations.
For the exchange of operational data meteorological and hydrological stations and gauging stations are included to the regional network in accordance with Agreement between NHMS of Central Asia a set of the forecasting and statistic production is included to the interstate exchange.
Two main options can be identified:
- Stations and gauging stations equipped with telephones transmit data to the nearest communication hub. Then the telegrams from communication hub are transmitted via the links of the Agency of communication to the central communication hub of the Agency of communication in Tashkent and from it – to NHMS;
- Stations and gauging stations equipped with radio stations and batch communication system (BCS) transmit data to the sectional information centres (SIC) via radio channels both via BCS and in microphone regime. SIC completes the information and in accordance with the acting rules transmits it via the dedicated channels to NHMS.
Besides the information received from the stations and gauging stations NHMS regularly receives the information from stations and gauging stations which are within the jurisdiction of the Ministry of water economy and in the framework of “Syrdarya” and “Amudarya” BWOs in a form of reference information via telephone which is labor consuming and reduces the timeliness of information getting considerably.
For automation of the collection and dissemination of the operational hydrometeorological information NHMS is equipped with the Centre of Communication (CoC) which provides jointly with SIC the collection and dissemination of the operational hydrometeorological information according to the acting regulations.
Simultaneously with the traditional hydrometeorological information NHMS widely use information received from meteorological Earth satellites (MES) in operational practice.
NHMS of Uzbekistan performs regular 24-hour receiving of information in Tashkent point, primary processing and synoptic interpretation of information from such polar-and-orbital MES as NOAA (USA) and such geostationary MES as Meteosat (European Union).
Satellite information on the cloud formations and results of analysis of the satellite cloud images in a form of maps of nephanalysis are distributed to all subscribers of CoC.
Alongside with the collection and dissemination of hydrometeorological information NHMS performs receiving and transmission of meteorological weather charts. Every day NHMS of Uzbekistan distributes about 120 meteorological weather charts to all subscribers of CoC.
NHMS prepares references and bulletins on the base of hydrological and meteorological information which are transferred to the administrative and national economy bodies of their own country and neighbor states of CA as telephone message or via mail.
